It's not for lack of money that international organizations failed to prevent the disastrous spread of Ebola, says Siegel. It's for lack of flexibility and an inability to develop a comprehensive picture of what's going on and what the development needs are in any given country—take Liberia, which has a mere 50 doctors to serve its population of 4 million.
